एमसीसीमा चीनको प्रतिक्रिया : व्याख्यात्मक घोषणालाई ‘ध्यान दिएका’ छाैं
काठमाण्डु – चीनले अमेरिकी विकास सहायता परियोजना एमसीसी संसदबाट पारित भएपछी त्यसको जवाफ दिएको छ । चिनियां विदेशमन्त्रालयका प्रवक्ता वाङ वनपिनले सोमबार बेइजिङमा नियमित पत्रकार सम्मेलनमा बोल्दै नेपालको संसदबाट भएको व्याख्यात्मक घोषणालाई ‘ध्यान दिएको’ प्रतिक्रिया दिएका हुन् ।
उनले नेपालको मैत्रीपूर्ण छिमेकी र विकास साझेदारका रुपमा चीनले नेपाली जनतालाई स्वाधीन रुपमा विकासकाे बाटो छनौट गर्न निरन्तर समर्थन दिने समेत बताएका छन् ।
एमसीसी सम्झौंता संसदबाट अनुमोदन भएपछि चीनले पहिलो पटक प्रतिक्रिया दिएको हो । यसअघि चीनले बलजफ्ती कुटनीतिक गरेको भन्दै अमेरिकाको आलोचना गरेको थियो । त्यसको जवाफमा अमेरिकाले समेत वक्तव्य जारी गरेको थियो ।
प्रवक्ता वाङले नेपाली संसदको व्याख्यात्मक घोषणा अनुसार नेपालको संविधानको प्रभाव एमसीसीभन्दा माथी रहने जानकारी आएको भन्दै एमसीसीका कारण अमेरिकाको हिन्द प्रशान्त रणनीतिको सैन्य र सुरक्षा गठबन्धन नेपाल नबन्ने गरी ब्याख्या भएको बताएका छन् ।
उनले पत्रकार सम्मेलनमा भनेका छन् ‘नेपालले एमसीसी समस्यामा मात्रै अमेरिकाको नीति र कानूनलाई सम्मान गर्ने छ । नेपालमा अमेरिकाको कारवाही नेपालको कानुनद्वारा नियन्त्रण र अनुगमन गरिने छ भन्ने जानकारी हामीले पाएका छौं।’
वाङले चीनले अन्य देशको आन्तरिक मामिलामा हस्तक्षेप गर्ने गरी कुनै राजनीतिक शर्त नराख्ने, अन्तर्राष्ट्रिय विकास सहयोगले पारस्परिक सम्मान र समान व्यवहारको सिद्धान्तलाई पालना गर्नुपर्ने र सम्बन्धित देशको सार्वभौमसत्ता र जनताको इच्छाको पूर्ण सम्मान गर्नुपर्ने कुरामा जोड दिंदै आएको बताएका छन् ।
Hubei Media Group: On February 27, the Nepalese Parliament ratified the Millennium Corporation Challenge (MCC) with the US. It also released an “interpretive declaration” stressing that the Nepalese constitution shall prevail over the MCC compact, Nepal shall not be a part of any military or security alliance including the Indo-Pacific Strategy of the US, Nepal will not comply with the current and future US laws or policies other than for the implementation of the MCC, and the US’ activities in Nepal are regulated and supervised by Nepalese laws. A strong response to the ratification is found domestically. Some Nepalese lawmakers said that if the US fail to comply with the interpretive declaration, the MCC will automatically be inactivated. Protests and demonstrations broke out in many places in Nepal. What is China’s comment?
Wang Wenbin: China has noted the decision and the “interpretive declaration” by the Nepalese Parliament. China has stressed on multiple occasions that international development cooperation should follow the principle of mutual respect and equal treatment, and fully respect the sovereignty of the country concerned and the will of the people. It should not interfere in other country’s internal affairs, attach political strings, or engage in coercive diplomacy, still less undermine other country’s sovereignty and interests out of one’s self-interests.
As Nepal’s friendly neighbor and development partner, China will as always support the Nepalese people in independently finding a path to development.
